How to get your child accepted into English schools in Quebec

Are you worried that your child or grandchildren may be refused an English education in Quebec?

If you were born and educated in Quebec, you obviously don't have to worry, as you must have the certificate of eligibility. However, if you are one of the many people coming to Quebec, having been educated outside, this can be a very different, and frustrating experience.

The law is very strict on its requirements that all children, who do not have the certificate of eligibility, must attend a unilingual French school, barring a few strict exceptions. For most children, attending a unilingual French school, will not be a tremendous challenge. The younger the child is, the easier it usually is for him or her to learn a new language. Living in Quebec, it is a necessary requirement to be fluently bilingual if your child will one day hope to be gainfully employed in Quebec.

However, for those children, who have challenges with learning, concentration, communication, speech, shyness, anxiety, and adapting to changes; this can be an extremely stressful, and overwhelming situation for the child, as well as the parents.

There are only 3 situations where your child can be granted an exemption from attending unilingual French school.

  1. If your child has a long term disability, a developmental, long term language, communication or intellectual disability. If your child has been diagnosed with any of the above challenges and has still been refused, I can often help you make a successful appeal to their decision.
  2. You can send your child to English private school, not funded by the government, if you are willing and able to pay $15,000 - $20,000 per year.
  3. You can request an exemption from sending your child to unilingual French school based on humanitarian reasons. If there is a situation, where forcing your child to go to unilingual French school may result in psychological harm or distress to the child and his family, I can help your child get accepted for this reason and then your child will gain admission into the English school stream.

With the request for exemption based on language or developmental delay, sometimes, even with a report from the psychologist, the request may be refused. If it is refused because the letter is not clear or strong enough, I can use my 17 years of experience and expertise in this field, to successfully appeal the rejection by creating a more professional and persuasive report.

With the 3rd situation, you are asking for the exemption, based on humanitarian needs. This is where most of my successes occur. Because I have over 17 years of experience in writing reports requesting exemptions based both on humanitarian ground and in successfully appealing rejections, I have developed an expertise in this area. This is why I have such a high success rate. Over 75% of the cases I accept to help, get approval to enter the English school stream.

Because I have developed an expertise in this field, I have learned what approach works best, how to persuade the Committee, what situations the Committee recognizes as psychologically harmful, and how to best describe the situation in the most compassionate, professional and effective way to get the approval you need.

Here are a few Testimonials from clients I have helped in the past:

  1. "We received the certificate of eligibility!!!. Thank you for being part of the success and your support." A.V.
  2. "I just wanted to let you know that the counsel has accepted our son's request for the English instruction exemption, based on humanitarian grounds. Needless to say we are very ecstatic about this. We can't thank you enough for your help in this matter and strongly believe that your letter explaining how this would affect N's future, played a huge part in their final decision for a positive recommendation. Thank you again" T.L.
